Procedure:
The City of Elko Public Works Department will provide plastic garbage bags to citizens of the City of Elko, atthe Public Works Department cost from the General Fund. The bags will be available at the Public Works Department, 232 South 10th Street; City Hall, 1751 College Avenue; Elko Fire Department, 911 West Idaho Street; Elko City Landfill, 2200 Pinion Road; and the Elko Police Department, 1401 College Avenue.
Citizens will rake their leaves and small twigs into the bags, securely close the bags and set the bags at curbside for removal. Only leaves and small twigs are to be placed in the bags. Other debris will be left for the property owner to dispose of.
City of Elko Public Works employees will collect the bags of leaves on a publicly noticed schedule (which will be advertised in the media) and dispose of them at the Elko Municipal Landfill. Any bags containing debris or refuse other than leaves and small twigs will be left for the property owner to dispose of.
The practice of raking leaves into the gutter will be discouraged. Attempting to remove large piles of leaves from the gutter requires extra time and manpower. It also plugs the sweeper trucks, thus necessitating extra maintenance and cost to the taxpayers. Residents that rake leaves into the gutter will be provided with bags to properly contain the leaves in order for the City to remove and dispose of them.
The plastic garbage bags and removal of the leaves will be provided to the citizens of the City of Elko to minimize the overall collection costs to the taxpayers.

City crews will not pick up leaves that are located in trailer parks or other private property. |
